This DLC is essentially more about the people that live in your city. However, the experience has primarily focused on the structures themselves, but DLC like Cities: Skylines - Plazas & Promenades look to change that focus. It's impressive to see all the moving parts that comprise your city on a minute level. You can create specific rules for each neighborhood - for example, legalize drugs and remove the police from a district, and watch what happens!
